Charge (a) Guilty probably; six Mr Guterres was accordingly suspended as from the 24th January 1907: but on the 2 at April Lord Elgin telegraphed that he must be re-instated at once, as he held that the charge were not sub- stantiated. Mr Guterres retired on pension shortly afterwards with effect from the 3rd July 1907: and his place was taken by Mr Watson (Conf. COD 8485/06).

With regard to the appointment of Mr Watson, Commander Taylor in paragraph 10 of his letter of the 1st June 1911 writes that his recommendations as to a successor to Mr Guterres "wore ignordd, and a man with no knowledge of maritime affairs, or of accountant work, was appointed". The facts are that Commander Taylor recommended on 7.6.07 that a man should be got out from home to fill the vacancy, or failing this, that Ir Soonderam, an Indian, who had been Mr Guterree' assistant for 14 years and was a 3rd grade clerk should be appointed. From motives of economy Sir F.l.May, then Officer Administering the Government, decided against getting a man from home: and upon the advice of Már A.M. Thomson, Acting Colonial Secretary, a circular was issued to government departments ee calling for applicants to fill the vacancy. As a result thene were 15 applicante, of whom the most senior was Mr H. Watson, Clerk and Storekeeper in the Prison Department.
Sir F.H.May decided in favour of ir Watson on the ground that he thought "it would be a good thing to have an Europee
